Following a recommendation from the ECB (England & Wales Cricket Board) because of Miller Bourne’s previous experience at SCCC (Sussex County Cricket Club), ECCC appointed Miller Bourne to undertake a masterplan for their entire site.
The site, located in the centre of Chelmsford, was considerably below the required ECB standards for a County Championship ground, as well as meeting with these standards, ECCC wanted a greater range of commercial opportunities to be encompassed in a Masterplan. Any proposals also had to allow continued use of the ground by the club throughout the development period.
Miller Bourne also identified that whilst located in the centre of Chelmsford, with the river Can and Central Park, there is a lack of connection with each other, either culturally or physically. In response to this a new bridge over the Can, with a ‘village square’ on the cricket ground side, creating a new north/south connection has been proposed.
As well as addressing ECB’s concerns the proposals also include a new hotel, student housing, doubling of seating capacity, restaurant/bar/cafes and an increase in conference facilities. The proposals have been positively received by ECB, Chelmsford CC and Essex CC. A planning application for the first phase is expected to be made in 2025.
